I seem to have pretty bad luck when it comes to ordering online at Adobe.com.
Step 1:
I select pay by PayPal, and then Continue to PayPal

Step 2: PayPal confirm
Then on the PayPal side I'll login, confirm the payment method and click on continue.

Step 3: Adobe Place Order
PayPal will send me back to Adobe to then Place the Order. So I click on the Place Order Button.

Step 4: Processing Order
A Processing Order modal appears...

Step 5-A: Error
I'll eventually get to this point where it's behaving like a credit card transaction approval failed, and wants to update details.

Step 5-B: Error
